  7.     REPORT ON FEDERAL SUPPORT FOR EDUCATION,
  8.    FISCAL YEARS 1980 TO 1990, NOW AVAILABLE

  10. The federal government provides support for education well
  11. beyond programs funded through the U.S. Department of
  12. Education (ED).  Total federal support for education in
  13. fiscal year (FY) 1990, excluding estimated federal tax
  14. expenditures, was estimated at $61.8 billion, an increase of
  15. $22.6 billion, or 58 percent, since FY 1980. After
  16. adjustment for inflation, federal funds for education
  17. increased 2 percent between FY 80 and FY 90. In FY 90, the
  18. Department of Education's outlays totaled $22.4 billion,
  19. reflecting an increase of 10 percent from FY 80, after
  20. adjustment for inflation.  During this same period, ED's
  21. share of total federal on-budget education support rose from
  22. 38 percent to 44 percent.

  24. A report entitled FEDERAL SUPPORT FOR EDUCATION: FISCAL
  25. YEARS 1980 TO 1990, published by the National Center for
  26. Education Statistics, attempts to provide a comprehensive
  27. picture of total federal financial support for education for 
  28. fiscal years 1980 through 1990.

  30. Following are some highlights from the report:
  31.  
  32. o  In FY 90, schools and colleges derived only about 11      
  33.    percent of their revenues from the federal government,    
  34.    excluding estimated federal tax expenditures, with the    
  35.    remaining revenues coming from state and local            
  36.    governments, individuals, and private organizations.
  37.  
  38. o  Between FY 80 and FY 90, after adjusting for inflation,   
  39.    federal program funds for elementary and secondary        
  40.    education declined 15 percent; postsecondary education   
  41.    funds declined 24 percent; other education funds (which   
  42.    includes libraries, museums, cultural activities, and     
  43.    miscellaneous research) increased 46 percent; and funds   
  44.    for research at institutions of higher education          
  45.    increased 44 percent.

  47. o  About 61 percent of total federal education support went  
  48.    to educational institutions in FY 90. Another 17 percent  
  49.    was used for student support.  Banks and other lending    
  50.    agencies received about 11 percent and all other          
  51.    recipients, including libraries, museums, and federal     
  52.    institutions, received the balance of about 12 percent.

  54. o  Other major sources of federal education dollars include  
  55.    the Departments of Health and Human Services,             
  56.    Agriculture, Defense, Energy, and Labor, as well as the   
  57.    National Science Foundation.
